Last week, the league announced four rule changes that were made to increase player safety in the 2009-2010 season:

The new rule states that the blocker can't lead with his head, forearm, or shoulder and hit the opponent's head or neck with the initial contact. Violations will result in a 15-yard penalty.

I completely agree that a player shouldn't lead with his head or forearm, but the shoulder as well?
The fact is that the game is played at a riduculously fast pace, and sometimes a player about to be hit will change his body position and turn an otherwise clean hit into a game-changing penalty.
